scopeNote	Assert only where the subject itself fixes the reference purchase — typically a standard’s provision or a requirement that names a tier (‘engage tier 1 suppliers’). Never assert it on a sector, product or emission source: those have no tier until a purchase is named, and the same sector sits at different tiers for different buyers. The tier of a screener match is derived from the length of the path it matched on, exactly as GHG scope is derived from which path matched, and nothing is materialised in the graph.
